The card with a unique ID number will have to be carried during journey and produced for onboard verification, said a senior Railway Ministry official.</div>

Till now, a physically challenged person used to fill the concession form and produce all relevant documents at the ticket reservation counter to avail the concession in train tickets.</div>

There were complaints from differently-abled persons as well as from social activists who were demanding a hassle-free system.</div>

As per the new system, phyisically-challenged persons will have to approach the nearest Divisional Railway Manager office along with all the relevant documents in original claiming concession and passport size photograph for issuing photo identity card.</div>

The differently-abled is also required to provide a mobile number for communication while applying for the card, the official said.</div>
<div style="margin-bottom: 16px; text-align: justify;">
After due verification by the concerned zonal railways, a photo identity card will be printed containing a unique ID. An automated SMS will be sent to the passenger on given mobile number to collect the card showing the original concession certificate.</div>
<div style="margin-bottom: 16px; text-align: justify;">
“After getting the card, the person is not required to fill any concessional form to avail the facility at the counter. Even tickets can be booked on the Internet using the ID number written on the card,” he said.</div>
<div style="margin-bottom: 16px; text-align: justify;">
The validity of the card will be for five years or the last date up to which concession certificate is valid.</div>

Indian Railways has extended the e-ticketing facility to the physically challenged persons. Such persons, who belong to the respective Railway Divisional jurisdiction and desirous of availing e-ticketing facility, have to submit their original medical certificate along with two copies of recent passport size photographs, photo identity proof and proof of date of birth at the Commercial Branch of respective Divisional Railway Manager’s Office.</div>

After due verification of the certificates/documents, they will be issued photo identity card by the Commercial Branch of the respective Railway Division which facilitates e-ticketing for booking of rail tickets. An exclusive facilitation counter at all the DRM’s offices across all the Railway Zones has been opened up by Indian Railways and it functions on working days from 10.30 a.m. to 1 p.m.</div>

It was going to be a train trip for me soon after a long time. I was traveling to Puttaparthi by Karnataka Express for darashan of Sri Satya Sai Baba along with my father who is a staunch devotee. For a number of people train travels were something to look forward to and enjoyable. In fact they were enjoyable for me to till I became severely disabled having to use a wheelchair. Since I became disabled I tried to avoid train travels as much as possible but considering that it was the most affordable means of travel I was forced to use it on occasions.</div>

The railways gave a considerably large concession on the ticket for the disabled traveller and one escort traveling with them making the travel very cheap. We had heard about a ‘Handicapped Coach’ that the railways had introduced in every train. But it was an unreserved coach so a disabled passenger could not reserve it and as a matter of safety and convenience a disabled person would rarely travels unreserved, therefore this coach was useless for us as it still remains to be for most disabled travellers.</div>

I was happy for not having access to this ‘Handicapped Coach’ that the Railways had so generously provided. Firstly the coach was a second-class coach and considering in the scorching heat in May we were going to travel air-conditioned. Secondly the design of the coach was not exceptionally accessible – boarding the train was still going to be difficult and using the toilet was still going to be impossible. The most important reason why I was happy not using this ‘special’ facility was because I did not want to be singled out along with my family and placed separately. I found the entire concept discriminatory. In my mind it was like the British Raj where Indians were not allowed in the same compartment as the British, here the disabled travellers being same as the Indians.</div>
<div style="margin-bottom: 16px; text-align: justify;">
One of the main preparations for me before a train travel apart from packing was organise my bladder and bowel as the toilets in the train are inaccessible to a disabled person like me. Just because the Railways have designed their coaches to be so inaccessible to the disabled most people with disabilities are faced with this challenge. Considering it was a two-day journey, I needed to stop my intake of food and liquids nearly two days before commencing the journey. It is not easy to do so because as dehydration sets in one begins to feel weak. Needless to say I needed to keep the intake to bare minimum throughout the journey.</div>
<div style="margin-bottom: 16px; text-align: justify;">
This I must point out is just the beginning of the difficulties to travel be train. The Railways is proud of making its large stations accessible to disabled people, but here again there is much to be done. During a visit to the New and Old Delhi railway stations recently, I was amazed at the bizarre on ground implementation of these access features. The low drinking water sink was blocked and overflowing with water. The accessible restroom was located in the ladies waiting room making me wonder where a disabled man was supposed to go. As for the condition of the special waiting room the lesser said the better.</div>

In this entire thread of thought while making stations more disabled friendly there is no concern for the safety of disabled passengers. The basic issue of inter-platform transfer seems to have been entirely ignored. For instance, whenever I’ve travelled by train, I have always been taken as luggage over the railway tracks by a coolie, putting me as a passenger at a higher risk of accidents than anybody else. What disheartens me most is when I often read in news papers that the Railways in its understanding is sanctioning money to install escalators in various stations for the benefit of disabled people while it’s a internationally recognised norm that people using wheelchairs are not allowed to use escalators. A rule followed by the Delhi Metro and the Airports in India but happily ignored by the Railways. This again is an indication towards poor safety concern for the disabled.</div>

The coolies that was hired to bring me over the tracks till the platform was engaged on the condition that he was going to board me in the train and leave me on my berth. Of course the cost of this is high therefore as a disabled traveller while the railways was generous in its concessions but because of inaccessibility the added cost to hire two coolies to board and de-board me compensates for the concession availed.</div>
<div style="margin-bottom: 16px; text-align: justify;">
Once the train arrived and the initial frenzy subsided two coolies lift me like a sack of potatoes (one grabbing me from under my shoulders and the other from under my knees) and carry me in. There is no point in my feeling awkward or angry at the way I am physically handled as there are no other options in any case. Train is about 50 cm higher from the platform and carrying me up is difficult, but the real challenge is taking me in through the extra narrow and extra heavy door of the air-conditioned compartment. There is a jam caused my getting in blocking the way for the rest. In between all the confusion that is created the coolies struggle to squeeze in in through the door. There are always a few scratches or red finger marks of the coolies hand that remain as a memory of this experience. I take a deep breath of relief as I settle on my berth finally. One third of the journey is completed for me at that moment.</div>
<div style="margin-bottom: 16px; text-align: justify;">
As the train rolls forward I stay happily perched on my berth enjoying the scenery outside as feeling bad about the way I am treated as a disabled person is of no use as in so many years of being disabled I have reconciled to this differential treatment, it is not something specific only to the railways in any case. My berth was my spot for the next two days as I am going to be able to get down for some fresh air at any of the stations neither was I going to be able to access the sink or the toilet. With a restricted intake there was nothing more that I could do to avert something as natural as natures call. All I hoped for now was for an eventless journey.</div>
<div style="margin-bottom: 16px; text-align: justify;">
As the train jolted to a halt at the Puttaparti Station where the stop was just for a couple of minutes, my father was already at the compartment door trying to hail to coolies to help us out. He had already spoken to the ticket conductor explaining him our problem in de-boarding the train and requesting him to ensure that the train didn’t move ahead without letting us off. The TC assured him and told him not to worry and get of comfortably. In spite of hurrying frantically to expedite our de-boarding, the train jolted ahead with me in the hands of two coolies with one of them on the platform and the other still in the train. I thought this was the end of me but my father ran forward and grab me and put me on the platform. From the moving train the coolies unloaded my wheelchair and other luggage, it was clear that the TC had not bothered to ensure my safety as he had promised to.</div>
<div style="margin-bottom: 16px; text-align: justify;">
This was a journey that is etched in my mind forever. Today as I have become older and broader physically I know that there is no way I can make a train journey ever again. The only mode of travel available to me is to travel by air. Since it is not something that is very affordable to me I am very restricted in my travel not able to take as may holidays I would like to. I am discriminated and excluded because of only one reason and that reason is ‘inaccessibility’. As a disabled person only the more expensive services are accessible to me such as air travel instead of rail travel, using taxis instead of public transport, five star hotels instead of cheaper guest houses. It is as though I am being charged a tax for being disabled!</div>
<div style="margin-bottom: 16px; text-align: justify;">
The concession provided by the railways is useless unless they provide accessibility and providing accessibility is not rocket science, it only required that the railways consider inclusion, safety and comfort of disabled travellers as one of their main objectives and then work towards it in a phased and an inclusive manner. It is not charity that a disabled person needs in the form of concessions rather we want inclusion and the right to use the service with the same dignity and convenience as anybody else.</div>

<b>Uniform Fitment Factor recommended by 7th Pay Commission</b></div>

The existing PB-1, this index is 2.57, increasing to 2.62 for personnel in PB-2 and further to 2.67 from PB-3. The rationalised entry pay so arrived has been used in devising the new pay matrix.</div>

The 7th Pay Commission recommended uniform fitment factor for all group of Central Government employees. The commission says that the fitment recommended by the VI CPC was in the form of grade pay. Any inconsistency in the computation of grade pay or in the spacing between pay bands has a direct bearing on the quantum of fitment benefit. Therefore, these issues have also been raised by numerous stakeholders. It has been demanded by a majority of the stakeholders that there should be a single fitment factor which should be uniformly applied for all employees.</div>

The much-awaited 7th Pay Commission report was submitted to the government last Thursday. The 900-page long report was perused swiftly within a day or two and criticisms have already started coming.</div>

The very next day of submitting the report, M. Krishnan, the Confederation Secretary, gave a scathing criticism. "No other Pay Commission had submitted such a terrible report," he said. At the very beginning of the press release, he had mentioned that the backward mindset of the recommendations of the Pay Commission have been a huge disappointment for the Central Government employees.</div>

<p dir="ltr">1. भारत की सबसे तेज ट्रेन : नई दिल्ली-भोपाल शताब्दी एक्सप्रेस, भारत की सबसे तेज गति से चलने वाली ट्रेन है। सभी वातानुकूलित सुपरफास्ट ट्रेनें फरीदाबाद-आगरा सेक्शन के बीच150 किमी प्रति घंटे की रफ्तार से दौड़ सकती हैं, जबकि दिल्ली-भोपाल शताब्दी एक्सप्रेस दिल्ली से भोपाल के बीच की 704 किमी की दूरी को 89.87 किमी प्रति घंटे की औसत रफ्तार से 7 घंटे 50 मिनट में पूरा करती है।</p>
<p dir="ltr">2. भारती की सबसे स्लो ट्रेन : मेटूपलायम ऊटी नीलगिरी पैसेंजर ट्रेन 10 किमी प्रति घंटे की रफ्तार से दौड़ती है, जो सबसे तेज गति से चलने वाली ट्रेन से 15 गुना धीमी है। चूंकि यह ट्रेन पहाड़ी क्षेत्र में चलती है इसलिए इसकी यह गति निर्धारत की गई है। इस ट्रेन की ही तरह प्रतापनगर-जंबूसर पैसेंजर ट्रेन भी है, जिसकी रफ्तार महज 12 किमी प्रति घंटा है।</p>
<p dir="ltr">3. सबसे लंबी दूरी तय करने वाली ट्रेन : डिब्रूगढ़ से कन्याकुमारी के बीच 4273 किमी का सफर तय करने वाली विवेक एक्सप्रेस समय और दूरी के लिहाज से भारत की सबसे लंबी दूरी तय करने वाली ट्रेन है।</p>
<p dir="ltr">4. सबसे कम दूरी तय करने वाली ट्रेन : अनुसूचित सेवाओं के लिहाज से नागपुर से अजनी स्टेशन के बीच चलने वाली ट्रेन सबसे कम दूरी तय करने वाली भारतीय ट्रेन है। दरअसल नागपुर स्टेशन से अजनी तक की 3 किमी की दूरी तय करने के लिए यह ट्रेन कर्मचारियों को वर्कशॉप तक पहुंचाने के लिए चलाई जाती है।</p>
<p dir="ltr">5. बिना रुके सबसे लंबा सफर : त्रिवेंद्रम- हजरत निजामुद्दीन दिल्ली के बीच चलने वाली राजधानी एक्सप्रेस 528 किमी का सफर तय करती है। वडोदरा से कोटा के बीच यह ट्रेन नॉनस्टॉप चलती है। इसके अलावा मुबंई राजधानी एक्सप्रेस भी नई दिल्ली और कोटा के बीच नॉनस्टॉप चलती है।</p>
<p dir="ltr">6. सबसे लंबा रेलवे स्टेशन का नाम : चेन्नई के नजदीक अराकोनम-रेनीगुंटा सेक्शन के बीच स्थित वेंकटनरसिम्हाराजूवरिपेटा स्टेशन का नाम भारत के सबसे लंबे रेलवे स्टेशन के नाम में शुमार है।</p>
<p dir="ltr">7. सबसे छोटा रेलवे स्टेशन का नाम : उड़ीसा के झरसूगुडा के नजदीक आईबी और गुजरात के आनंद के नजदीक ओडी स्टेशन भारत के रेलवे स्टेशनों के सबसे छोटे नाम हैं।</p>
<p dir="ltr">8. सबसे ज्यादा स्टॉपेज पर रुकने वाली ट्रेन : हावड़ा-अमृतसर एक्सप्रेस के सबसे ज्यादा 115 स्टॉपेज हैं। इसके अलावा दिल्ली-हावड़ा जनता एक्सप्रेस के109 स्टॉपेज जबकि जम्मूतवी-सियालदह एक्सप्रेस के अपने रूट पर 99 स्टॉपेज हैं।</p>
<p dir="ltr">9. सबसे अविश्वसनीय ट्रेन : गुवाहाटी-त्रिवेंद्रम एक्सप्रेस को लंबी दूरी की सबसे अविश्वसनीय ट्रेन बताया जाता है। यह 65 घंटे से लेकर 5 मिनट तक देरी से पहुंचने का कारनामा कर चुकी है और इसका औसत देरी का समय निकाले तो यह 10-12 घंटे तक लेट होती है।<br>

11. सबसे पावरफुल रेल इंजन : इलेक्ट्रिक लोकोमोटिव WAG-9 भारतीय रेल में सबसे पावरफुल रेल इंजनों में शुमार है, जो मालगाड़ी में इस्तेमाल होता है। 6350 हॉर्सपावर के इस इंजन का मोडिफाई वर्जन WAP-7 है, यह 24 कोच की पैसेंजर ट्रेन को 140 से 160 कि.मी. की रफ्तार से खींच सकता है।</p>
<p dir="ltr">12. नॉर्थ-साउथ-ईस्ट-वेस्ट दिशा में आखिरी स्टेशन : नॉर्दर्न रेलवे का आखिरी स्टेशन जम्मू-कश्मीर में बारामुला, वेस्टर्न रेलवे का गुजरात के भुज के नजदीक नलिया, साउदर्न रेलवे का कन्याकुमारी जबकि ईस्टर्न रेलवे का आखिरी स्टेशन तिनसुखिया की ब्रांच लाइन पर लीडो है।</p>
<p dir="ltr">13. सबसे ज्यादा रूट्स वाला जंक्शन : मथुरा जंक्शन सबसे ज्यादा 7 रूट्स वाला जंक्शन है। इसमें आगरा कैंट के लिए बीजी (ब्रॉड गेज) लाइन, भरतपुर,अलवर और दिल्ली के लिए बीजी लाइन, अछनेरा, वृंदावन, कासगंज और हाथरस के लिए एमजी (मीटर गेज) लाइन है।</p>
<p dir="ltr">14. सबसे ज्यादा समानांतर ट्रैक वाला रेलवे स्टेशन : मुंबई के बांद्रा टर्मिनल से अंधेरी के बीच 10 कि.मी. की दूरी पर सात समानांतर ट्रैक हैं।</p>
<p dir="ltr">15. व्यस्ततम स्टेशन : लखनऊ स्टेशन भारत का सबसे व्यस्ततम स्टेशन है। यहां दिनभर में 64 ट्रेनें रुकती हैं।</p>
<p dir="ltr">16. दुनिया का सबसे लंबा प्लेटफॉर्म : खड़गपुर, पश्चिम बंगाल। लंबाई- 2,733 फीट (1072.5 मीटर)</p>
<p dir="ltr">17. सबसे पुराना लोकोमोटिव : भारतीय रेलवे के पास सबसे पुराना लोकोमोटिव इंजन द फेयरी क्वीन है। यह 1855 में बना था। यह भाप से चलने वाला सबसे पुराना इंजन है। इसे गिनीज बुक्स ऑफ वर्ल्ड रिकॉर्ड में भी जगह मिली है। बर्लिन में अंतरराष्ट्रीय इंटरनेशनल ब्यूरो द्वारा सन 2000 में इसे हेरिटेज अवॉर्ड दिया गया था।</p>
<p dir="ltr">18. फर्स्ट रेलरोड : पहले रेल रोड को दो भारतीयों जमशेतजी जीजीभोय और जगन्नाथ शंकरसेठ ने बनाया था।</p>
<p dir="ltr">19. लेबर फोर्स : भारतीय रेलवे दुनिया के 9वें नंबर का सबसे बड़ा कमशियल इम्पलॉयर है। इसके अधीन 14 लाख कर्मचारी काम करते हैं। रेलवे भारत का सबसे बड़ा इम्पलॉयर है।</p>
<p dir="ltr">20. रेलवे नेटवर्क : रेलवे नेटवर्क के मामले में भारत चौथे स्थान पर है। भारत में कुल 64,000 किलोमीटर तक रेल रोड है। रेलवे नेटवर्क के मामले में क्रमशः अमेरिका, रूस और चीन भारत से आगे हैं।</p>
<p dir="ltr">21. भाप इंजन : भारत में भाप इंजन का निर्माण 1972 में बंद हो गया।</p>
<p dir="ltr">22. डिस्टेंस कवर्ड : भारत में 14,300 ट्रेनें रोजाना चलती हैं। जानकर हैरानी होगी कि ये 24 घंटे में धरती से चांद की दूरी का तीसरा हिस्सा तय करती हैं।</p>
<p dir="ltr">23. शौचालय : भारतीय ट्रेन में टॉयलेट की व्यवस्था फर्स्ट क्लास में 1891 में, जबकि लोअर क्लास में ये सुविधा 1907 में शुरू हुई।</p>
<p dir="ltr">24. एसी : भारतीय ट्रेन में फर्स्ट क्लास में एसी की व्यवस्था 1874 में शुरू हुई।</p>
<p dir="ltr">25. सबसे लंबी सुरंग : जम्मू-कश्मीर में स्थित देश की सबसे लंबी सुरंग 'पीर पंजाल रेलवे टनल' (लंबाई 11.215 किलोमीटर) है।</p>
<p dir="ltr">26. अंडरग्राउंड रेलवे : आम लोगों के लिए देश में पहली बार अंडरग्राउंड रेलवे कोलकाता मेट्रो के रूप में शुरू हुई।</p>
<p dir="ltr">27. कम्प्यूटरीकृत आरक्षण : इसकी व्यवस्था सबसे पहले नई दिल्ली में 1986 में शुरू हुई थी।</p>
<p dir="ltr">28. इलेक्ट्रॉनिक ट्रेन : देश की पहली इलेक्ट्रॉनिक ट्रेन 3 फरवरी 1925 को शुरू हुई, जो बॉम्बे से कुर्ला स्टेशन के बीच दौड़ा करती थी।</p>
<p dir="ltr">29. पैलेस ऑन व्हील्स (शाही ट्रेन) : हिंदुस्तान में लग्जरी ट्रेन की शुरुआत 1982 में हुई।</p>
<p dir="ltr">30. सबसे बड़ी रेल दुर्घटना : बिहार में 6 जून 1981 को देश की सबसे बड़ी रेल दुर्घटना हुई थी। इसमें पूरी की पूरी ट्रेन बागमती नदी में समा गई थी। इस घटना में करीब 500 से 800 लोग की मौत हुई थी।</p>
<p dir="ltr">31. यात्रियों का बोझ : भारतीय रेलवे प्रतिदिन 2.5 करोड़ से अधिक यात्रियों को एक जगह से दूसरे जगह ले जाती है। यह संख्या ऑस्ट्रेलिया,न्यूजीलैंड और तस्मानिया की आबादी से ज्यादा है। अगर वार्षिक आंकड़ों पर गौर करें तो भारतीय रेलवे भारत की वर्तमान जनसंख्या के छह गुने यात्रियों को ढोती है। यह संख्या 7.2 अरब के करीब आती है।</p>
<p dir="ltr">32. ट्रेनों की कुल संख्या : भारतीय रेलवे प्रतिदिन 19 हजार ट्रेनों का संचालन करती है। इसमें से 12 हजार पैसेंजर ट्रेन और 7 हजार मालवाहक ट्रेन हैं।</p>
<p dir="ltr">33. स्टेशनों की संख्या : भारतीय रेलवे के पूरे नेटवर्क में 7,083 स्टेशन हैं।</p>
<p dir="ltr">34. भारतीय रेलवे को शुरू हुए 170 साल हो चुका है।</p>
<p dir="ltr">35. किराया : हाल के दिनों में बढ़े रेल किराए के बावजूद लंबी दूरी के लिए भारतीय रेलवे की सेवा विश्व में सबसे सस्ती है। उदाहरण के तौर पर दिल्ली-कोलकाता के बीच 1,500 किलोमीटर की दूरी के लिए कालका मेल का सामान्य किराया 250 रुपए है। समान दूरी के लिए यूरोप के किसी भी सामान्य ट्रेन में 10 गुना ज्यादा किराया वसूला जाता है।</p>
<p dir="ltr">36. ट्रांजिट ट्रेन : मुंबई की लोकल ट्रेन में 15 कोच होते हैं, जबकि शंघाई की लोकल ट्रेन में 12 कोच होते हैं।</p>
<p dir="ltr">37. छत्रपति शिवाजी टर्मिनल : मुंबई का छत्रपति शिवाजी टर्मिनल प्रतिवर्ष<br>
33 मिलियन यानी 3 करोड़ 30 लाख यात्रियों को ढोता है और विश्व में यह एक मात्र टर्मिनल है जिसे यूनेस्को के ग्लोबल हेरिटेज की सूची में शामिल किया गया है।</p>
<p dir="ltr">38. सबसे पुराना ऑपरेशनल ट्रैक : 1853 में भारत में रेलवे की शुरुआत से इस पर रेल चल रहा है और इस कारण से यह विश्व में सबसे पुराना रेलवे ट्रैक माना जाता है।</p>
<p dir="ltr">39. सबसे लंबा पुल : वेमबानाद रेल ब्रिज की लंबाई 4.62 किलोमीटर है और यह केरल के इडापल्ली तथा कोच्चि के वैल्लारपदम को जोड़ती है। यह भारत में सबसे लंबा पुल है और सिर्फ मालवाहक के लिए इस्तेमाल होता है।</p>
<p dir="ltr">40. सी ब्रिज : भारत का पहला सी ब्रिज पाक स्ट्रेट पर बना पामबन ब्रिज एक कैंटीलीवर ब्रिज है। यह रामेश्वरम को पामबन द्वीप (तमिलनाडु) की मुख्य भूमि से जोड़ता है।</p>
<p dir="ltr">41. रेल सह सड़क पुल : सराईघाट ब्रिज (1,492 मीटर) पहला रेल सह सड़क पुल है और यह असम के गुवाहाटी में ब्रह्मपुत्र नदी के ऊपर बना है। इसे 1963 में पैसेंजर ट्रैफिक के लिए खोला गया था।</p>
<p dir="ltr">42. मुंबई में दापूरी वियाडक्ट (1854) : ठाणे रूट पर निर्मित यह भारत का पहला रेल पुल है।</p>
<p dir="ltr">43. सबसे ऊंचा ब्रिज : दुनिया का सबसे ऊंचा ब्रिज, जम्मू-कश्मीर में चेनाब नदी के ऊपर बनाया जा रहा है। दिसंबर 2015 में इसके पूरा होने की उम्मीद है। यह कुतुब मीनार से पांच गुना और 35 मीटर ज्यादा ऊंचा है यानी इसकी ऊंचाई करीब 1,180 फीट है। जम्मू-कश्मीर के कटरा में ही दुनिया का चौथा सबसे ऊंचा अनिजखंड रेलवे ब्रिज बनाया जा रहा है, यह भी 2015 में बनकर तैयार होगा। महाराष्ट्र के रत्नागीरी जिले में पनवेल नदी के ऊपर स्थित रेलवे ब्रिज मौजूदा समय में भारत का सबसे लंबा ब्रिज है।</p>
<p dir="ltr">44. पहला रेलवे सुरंग : 1865 में बना पर्सिक टनल भारत का पहला रेल टनल है।</p>
<p dir="ltr">45. प्रॉपर्टी : भारतीय रेल के पास इस समय करीब 10.65 लाख एकड़ जमीन की संपत्ति है। इसमें से करीब 90 हिस्सा रेलवे के विभिन्न कार्यों के लिए इस्तेमाल किया जा रहा है, जबकि अभी भी करीब 1.13 लाख एकड़ जमीन का कोई इस्तेमाल नहीं हो रहा है।</p>
<p dir="ltr">46. डायनिंग कार : मुंबई-पुणे डेक्कन क्वीन नामक ट्रेन भारतीय रेल की सबसे पुरानी डायनिंग कार रेल है। यह वर्तमान समय में भी भारतीय रेल की सेवा में कार्यरत है।</p>
<p dir="ltr">47. आई टिकट : रिजर्वेशन दो तरह का होता है, ई-रिजवेर्शन और आई-रिजर्वेशन। टिकट विंडो पर जाए बिना जो इलेक्ट्रॉनिक टिकट लिया जाता है उसे आई-टिकट कहते हैं। प्री बुक्ड और डाक से मिलने वाले इस तरह के टिकट में आईडी फ्रूफ लेकर साथ चलने की जरूरत नहीं होती है।</p>
<p dir="ltr">48. ई टिकट : ई-टिकट यानी इलेक्ट्रॉनिक टिकट। इसे इंटरनेट पर बुक किया जाता है ऐसे टिकटों में आईडी प्रूफ साथ लेकर यात्रा करनी पड़ती है। ये टिकट प्रिंट या फिर मोबाइल एसएमएस के जरिए प्राप्त किए जा सकते हैं।</p>
<p dir="ltr">49. डेमो ट्रेन : इसे डीजल इलेक्ट्रिकल मल्टीपल यूनिट ट्रेन कहा जाता है। साधारण भाषा में कहें तो ऐसी ट्रेन जिसमें डीजल इंजन से इलेक्ट्रिक जेनरेट की जाती है और ट्रेन को जरूरी बिजली की आपूर्ति होती है।</p>
<p dir="ltr">50. मेमू ट्रेन : मेनलाइन इलेक्ट्रिक मल्टीपल यूनिट ट्रेन. भारत by FCC HV में 1991-92 में रायपुर और दुर्ग के बीच पहली मेमू ट्रेन चलाई गई थी। इसे भारत के शहरी और ग्रामीण क्षेत्रों को ध्यान में रखकर तैयार किया गया था।</p>

<b>Tendering of Oral Evidence before 7 CPC</b></div>

The 7th CPC had invited the All India Audit & Accounts Association for tendering oral evidence on 27th March 2015 at this office at Qutab Institutional Area, New Delhi. In addition to the Secretary General, Coms M.Duraipandian, V.Nageswara Rao, KL Gautam and Anilkumar appeared before the Commission for the oral evidence. The Commission was present in full strength</div>

The following demands were placed before the Commission:</div>

1. Upgradation of LDC of GP 2400</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
2. Correcting the distortions in the implementation of 6 CPC recommendations with respect to IA & AD and organised Accounts Viz.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
i) grant of GP 4200 to Auditor / Accountant</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
ii) grant of GP 4600 to SA, granting parity with Assistants of CSS</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
iii) grant of GP 5400 to AAO on completion of 4 years</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
3. Grant Promotion to SA to GP 4800 and higher starting pay of PB 2, 5400 to AAO and space for further career advancements for these orders</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
There was detailed discussion on each of our demands. It was pointed out by us that CAG of India has also recommended each of above demand and also grant of GP 6600 and 7600 to AOs and SAOs. The Chairman appreciated it. The Commission assured to take a positive look on our demands which are also supported by CAG.</div>

<div style="text-align: justify;">
7th CPC Calculator-6</div>
<div style="text-align: justify;">
The demands were explained in its historical background and also on functional basis. The recommendations of the past pay commissions were also brought to the notice of the CPC. The award by the Central Board of Arbitration in favour of the employees in respect of parity between SA and Assistants in CSS was particularly pointed out. Chairman expressed his unhappiness on the non implementation of the award by the employees and workers.</div>

<div style="text-align: justify;">
On our demand for career progression for SA and AAO, the Commission stated that though it is sympathetic it is not sure what could be done, given the hierarchical structure available in IA and AD.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
We also raised the issue of re-introduction of Touring Special Pay and pointed out to the Award that was won by the All India Audit & Accounts Association from the Board of Arbitration and its rejection by the Parliament in 2002.</div>

<div style="text-align: justify;">
We further requested for introduction of 4 advance increments on passing of Departmental confirmatory examination, explaining the system prevailed before 3rd CPC, recommendation of 3rd CPC following which it was discontinued and its re introduction in 1981 an amount equivalent to 3 increments. We pointed out that the conversion of this qualification pay into deemed allowance after 5 CPC and requested for its re-introduction.</div>

During the discussion the Chairman observed that the commission is of the view to discard the PB-GP System.</div>

On 23-24 March 2015, the Standing Conïnittee of Staff Side, NC, JCM, tendered the oral evidence before the 7 CPC. The delegation was led by Shri Raghavaiah, Leader, Staff Side and Corn Shiva Gopal Mishra, Secretary, Staff Side.</div>

The Pay Commission stated that the principle that would guide to determine the minimum wage shall be Dr Aykroid formula on it (ie 15 ILC norms). <i><b>It has further stated its intention to do away with pay band/grade pay system.</b></i> On some other issues, the Pay Commission has sought the views of the Staff Side (which shall be conveyed to the Commission shortly).</div>

Subject:- Travelling Allowance in respect of Attendat/Escort for accompanying a Government Servant with Disabilities on travel During tour/training etc</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
References have been received in the Ministry of Finance, Department of Expenditure seeking provision in the Rules/instructions regulating Travelling Allowance, in order to allow grant of Travelling Allowance to the Government servant with Disabilities in respect of an Attendant/Escort accompanying such a Government servant with Disabilities during travel while on tour/training. etc. At present there are no provisions in the Travelling Allowance rules which allows Government servants to claim Travelling Allowance in respect of Attendant/Escort accompanying them on tour/training. etc. where such Government servants require the assistance of an Attendant/Escort for travel.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
2. The matter has been considered and it has now been decided to allow Travelling Allowance in respect of the Attendant/Escort. for accompanying a Government servant with l)disabilities during travel while on tour/training. etc., to be claimed by the Government servant with Disabilities. The admissibility of Travelling Allowance, in respect of the Attendant/Escort accompanying a Government servant with Disabilities, would be subject to the following conditions:</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(a) Ordinarily, the field offices/Local administrative offices at the touring station, which the Government servant with Disabilities is required to visit on tour or training institutes where the Government servant with Disabilities is required to undergo training, would be required to provide an Attendant/Escort, from the existing pool of staff/persons employed, from the time the Government servant with disabilities arrives at the destination and till such time the Government Servant with Disabilities departs from that destination back to his headquarter station/place from where the Government servant with Disabilities had initially proceeded to that destination. During Travel abroad, either on foreign tour/training. The Indian Missions/Posts (Embassy of India) at the Country of visit would be required to provide an Attendant/Escort, from the existing pool of Staff/persons employed, during the period of stay of the Government servant with Disabilities in that country.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(b) Only when field offices/local administrative offices at the touring station or training Institutes or Indian Missions/ Posts at the country of visit, as the case may be, officially express Their inability to provide an Attendant/ Escort to the visiting Government servant with Disabilities, would the claim of Travelling Allowance in respect of Attendant/Escorts accompanying the Government servant with Disabilities arise. In such cases, fare for travel of Attendant/Escort accompanying Government servant with Disabilities would be reimbursed. While for travel by air, Airline expected to provide assistance to Government servant with Disabilities during travel as per Airlines policies, a Government servant with Disabilities however, can take along his personal Attendant/Escort for travel by Indian Railways for assistance during journey and boarding/de boarding even when an Attendant/escort at destination station is provided officially.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(c) In all cases, Government servants with Disabilities are required to purchase travel tickets for self and Attendant/ Escort at concessional rates, if any, offered by Railways/Airlines</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(d) The facility of Travelling Allowance for the Attendant/Escort would only be admissible to those Government servants with Disabilities, wherein it is certified by the competent Medical Authority that such a person compulsorily requires assistance of another person for travel. Under this clause, necessary certificate is to be obtained from the Head of department of a Government Civil Hospital designated for the type/form of disability of the Government servant. Based on the certificate from competent Medical Authority, Heads of Departments would have to further satisfy the need for an Attendant/Escort during travel of the Government servant, before allowing the journey for the Attendant/Escort.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(e) Subject to clause (d) above. Travelling Allowance for the Attendant/escort would be admissible to the Government servant with Disabilities while on tour (domestic or foreign). However, the authority deputing such a Government servant with Disabilities on tour would have to record in writing that the tour is considered necessary in the discharge of duties and responsibilities assigned to the Government servant with Disabilities.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(f) Subject to clause (d) above, Travelling Allowance for the Attendant/escort would also be admissible to the Government servant with Disabilities when deputed on training provided it is recorded by the authority competent to depute such officials on training that such training is a mandatory training for career progression or induction training for probationers.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(g) Travelling Allowance consists of two parts; Mileage Allowance and Daily Allowance. No Daily Allowance would be admissible to the Attendant/Escort of the Government servant with disabilities. Mileage Allowance would be admissible to the Attendant/Escort at the same rate and in the same class of accommodation, as the Government servant with Disabilities is entitled to under the Revised Travelling Allowance Rules, read with travel restrictions imposed under austerity measures/economy instructions, issued from time to time by the Government. However, in case of travel by any of the modes of conveyance by road, as prescribed under the travelling Allowance rules, no separate mileage allowance would be admissible to the Government servant with Disabilities, in respect of the Attendant/escort, except where the travel is by public bus.</div>
<div style="background-color: white; font-family: arial, helvetica, sans-serif; font-size: 16px; line-height: 18px; margin-bottom: 15px; text-align: justify;">
(h) For commuting between residence to office and back, certain categories of Government servants with Disabilities are eligible for Transport Allowance at double the normal rates. As no travelling Allowance is admissible to Government servants for training at headquarter station. Consequently, no claim of Travelling Allowance to the Attendant/Escort of the Government servant with Disabilities would be admissible for training at headquarter station.</div>

The <b>All-India CPI-IW for December, 2014 remained stationary at 253 (two hundred and fifty three).</b> On 1-month percentage change, it remained static between November, 2014 and December, 2014 when compared with the decrease of (-) 1.65 per cent between the same two months a year ago.</div>

Goat Meat, Eggs (Hen), Dairy Milk, Milk (Cow & Buffalo), Tea (Readymade), Cigarette, Electricity Charges, Firewood, E.S.I. The year-on-year inflation measured by monthly CPI-IW stood at 5.86 per cent for December, 2014 as compared to 4.12 per cent for the previous month and 9.13 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.73 per cent against 2.56 per cent of the previous month and 11.49 per cent during the corresponding month of the previous year.</div>

Among others, 4 points fall was observed in 5 centres, 3 points in 4 centres, 2 points in 18 centres and 1 point in 16 centres. On the contrary, Bhilwara & Tiruchirapally recorded maximum increase of 5 points each followed by Mumbai & Puduchery (3 points each). Among others, 2 points rise was registered in 5 centres and 1 point in 9 centres. Rest of the 12 centres’ indices remained stationary.</div>
