7th Central Pay Commission may withdraw Pay Band and Grade Pay System

The delegates of All India Audit & Accounts Association has met the 7th Central Pay Commission on 27-3-2015 to tender its Oral evidence. Tendering of Oral Evidence before 7 CPC

The 7th CPC had invited the All India Audit & Accounts Association for tendering oral evidence on 27th March 2015 at this office at Qutab Institutional Area, New Delhi. In addition to the Secretary General, Coms M.Duraipandian, V.Nageswara Rao, KL Gautam and Anilkumar appeared before the Commission for the oral evidence. The Commission was present in full strength

The following demands were placed before the Commission:

1. Upgradation of LDC of GP 2400

2. Correcting the distortions in the implementation of 6 CPC recommendations with respect to IA & AD and organised Accounts Viz.

i) grant of GP 4200 to Auditor / Accountant

ii) grant of GP 4600 to SA, granting parity with Assistants of CSS

iii) grant of GP 5400 to AAO on completion of 4 years

3. Grant Promotion to SA to GP 4800 and higher starting pay of PB 2, 5400 to AAO and space for further career advancements for these orders

There was detailed discussion on each of our demands. It was pointed out by us that CAG of India has also recommended each of above demand and also grant of GP 6600 and 7600 to AOs and SAOs. The Chairman appreciated it. The Commission assured to take a positive look on our demands which are also supported by CAG.

The demands were explained in its historical background and also on functional basis. The recommendations of the past pay commissions were also brought to the notice of the CPC. The award by the Central Board of Arbitration in favour of the employees in respect of parity between SA and Assistants in CSS was particularly pointed out. Chairman expressed his unhappiness on the non implementation of the award by the employees and workers.

On our demand for career progression for SA and AAO, the Commission stated that though it is sympathetic it is not sure what could be done, given the hierarchical structure available in IA and AD.

We also raised the issue of re-introduction of Touring Special Pay and pointed out to the Award that was won by the All India Audit & Accounts Association from the Board of Arbitration and its rejection by the Parliament in 2002.

We further requested for introduction of 4 advance increments on passing of Departmental confirmatory examination, explaining the system prevailed before 3rd CPC, recommendation of 3rd CPC following which it was discontinued and its re introduction in 1981 an amount equivalent to 3 increments. We pointed out that the conversion of this qualification pay into deemed allowance after 5 CPC and requested for its re-introduction.

During the discussion the Chairman observed that the commission is of the view to discard the PB-GP System.

ORAL EVIDENCE BY STAFF SIDE NC, JCM

On 23-24 March 2015, the Standing Conïnittee of Staff Side, NC, JCM, tendered the oral evidence before the 7 CPC. The delegation was led by Shri Raghavaiah, Leader, Staff Side and Corn Shiva Gopal Mishra, Secretary, Staff Side.

The Pay Commission stated that the principle that would guide to determine the minimum wage shall be Dr Aykroid formula on it (ie 15 ILC norms). It has further stated its intention to do away with pay band/grade pay system. On some other issues, the Pay Commission has sought the views of the Staff Side (which shall be conveyed to the Commission shortly).

Sub: Releasing of due installment of Dearness Allowance

It is an astonishing fact that the Dearness Allowance, due from 01.01.2015, to the Central Government employees, has not yet been declared by the Government of India, resulting in lots of frustration and agitation in the mind of the Central Government Employees as well as their families.

It is worthwhile to mention here that, normally Dearness Allowance used to be declared in the month of March.

We do hope, you will agree that in these days, due to escalation of prices of all the essential commodities, it has become very difficult to manage household budget.

We further hope that, to give relief to some extent to the Central Government Employees and their families, due installment of the Dearness Allowance will be released immediately.

No. Dated 26.04.2004, the status of admissibility of pensionary benefits to CL-TS regularised after 1.1.2004 has been a subject of litigation in a number of court cases being contested by various Ministries/Department.


2. In order to take a view on the above issue and in view of the court rulings, it is requested that all Ministries/Departments may furnish the details of Casual Labour with temporary status (CL-TS) regularised after 1.1.2004 in the enclosed proforma latest by 07.02.2015.

3. The particulars of CL-TS yet to be regularised called for vide this Department’s O.M No. Dated 16.10.2014 may also be sent urgently, if not already sent.

सातवें वेतन आयोग की रिपोर्ट आने तक कोई अंतरिम राहत नहीं, डीए का वेतन में मर्जर भी नहीं

अजय तिवारी/एसएनबी नई दिल्ली। दस हजार करोड़ रपए का सालाना बोझ आने की वजह से सातवें वेतन आयोग की रिपोर्ट आने तक केंद्र सरकार न तो कर्मचारियों को अंतरिम राहत देगी और न डीए का वेतन में मर्जर करेगी। सातवें वेतन आयोग ने भी केंद्र सरकार के 34 लाख कर्मचारियों को दो हजार रपए महीने की अंतरिम राहत देने और वेतन में डीए के मर्जर से मना कर दिया है। कर्मचारियों की इन दोनों मांगों के सम्बंध में सातवें वेतन आयोग के अध्यक्ष न्यायमूर्ति अशोक कुमार माथुर ने टका सा जवाब दे दिया है कि अंतरिम राहत और डीए का वेतन में मर्जर जैसे मुद्दे आयोग के र्टम्स -रिफ्रेंस में नहीं हैं। जब कर्मचारियों का प्रतिनिधित्व करने वाली जेसीएम (ज्वाइंट कंस्लटेटिव मशीनरी) ने आयोग के सामने दोनों मांगें रखीं तो आयोग ने कहा कि वित्त मंत्रालय या कार्मिक मंत्रालय से लिखित पत्र मंगा दिया जाए तभी वो इस विषय में कुछ कर सकते हैं। जेसीएम ने वित्त मंत्रालय और कार्मिक मंत्रालय दोनों से बात की, लेकिन दोनों मंत्रालयों ने यह कहते हुए अंतरिम राहत और डीए मर्जर से इनकार कर दिया कि सातवें वेतन आयोग की रिपोर्ट नियत 18 महीने (अगस्त 2015) में आ जाएगी। हालांकि वेतन आयोगों का पिछला इतिहास रहा है कि इसकी रिपोर्ट आने में दो साल का वक्त लगा है। कर्मचारियों को कहना यह भी है कि छठे वेतन आयोग की कुछ सिफारिशों को लेकर अभी भी विसंगति बनी है। जेसीएम के अध्यक्ष एम. राघवैया ने ‘राष्ट्रीय सहारा‘ से कहा कि यह दलील भी सरकार ने अस्वीकार कर दी कि जो अंतरिम राहत दी जाए उसे सातवें वेतन आयोग की रिपोर्ट आने पर समायोजित कर लिया जाए। उन्होंने बताया कि वेतन में डीए का मर्जर जनवरी 2014 से करने का आग्रह किया गया था। राघवैया ने माना कि अंतरिम राहत (सालाना 800 करोड़ रपए) और डीए मर्जर पर लगभग 10 हजार करोड़ रपए का खर्च आएगा। उधर सातवें वेतन आयोग की टीम 11 से 14 जनवरी तक कोलकाता और अंडमान निकोबार द्वीप समूह जाकर कर्मचारियों के विचार जानेगी। जनवरी में उसे दिल्ली में जेसीएम और दूसरी सभी कर्मचारी फेडरेशन से पहले दिए मांग पत्र पर एविडेंस बैठक करनी थी। अब यह बैठक फरवरी में ही होगी। जेसीएम के महासचिव शिवगोपाल मिश्रा ने कहा कि सरकार की सफाई के बाद भी कर्मचारियों के जेहन से नौकरी की आयु घटाकर 58 वर्ष करने का डर नहीं गया है। उन्होंने कहा कि नौकरी की उम्र 62 साल करने की मांग को ठंडा करने के लिए सरकार ने 58 साल उम्र करने की बातें फैलाई हैं। उन्होंने कहा कि कर्मचारियों को अंतरिम राहत और डीए मर्जर जैसी सुविधाएं न देना कर्मचारी विरोधी कदम है। उन्होंने कहा कि मजदूर संगठनों ने यह मुद्दे छोड़े नहीं हैं, बल्कि सारे मजदूर संगठनों की राय एक है और इस पर संघर्ष किया जाएगा। मिश्रा ने कहा कि रेलवे में पेंशन का मुद्दा भी गंभीर है। 34 लाख कर्मचारी होंगे प्रभावित जेसीएम ने वित्त मंत्रालय और कार्मिक मंत्रालय से की बात.

Leave Travel Concession to travel via air to Jammu & Kashmir, the North Eastern Regions and the Andaman and Nicobar islands has been extended for another two years for Central Government employees.

3rd Financial Upgradation under MACP, Railway Board's reply to AIRF's Reference.

It may be clarified that financial upgradations under MACPS would continue to be granted in the successive grade pay in the hierarchy of recommended revised pay band and grade pay as given in Section 1, Part-a of the first Schedule of the Railway Services (Revised Pay), Rules, 2008 and not in the promotional hierarchy, where functional promotion are allowed in the same Grade Pay, MACP benefits would also be regulated in the Grade Pay only.

These Bullets Don’t Fire

Despite announcing what sections of the media saw as a “visionary” rail budget, complete with high-speed bullet trains and foreign direct investment, Union railways minister D.V. Sadananda Gowda will stop short of steering the Indian Railways back on track. Though the budget talks about a lot of corrective measures—sprucing up existing systems and the completion of incomplete and stagnating projects—it has not attended to one of its bedrocks: the large mass of railway employees.
With expectations from the new government being huge, there was hope that railway employees would benefit. Now there is a general sense of disenchantment among employees and across railway unions. Says Shiva Gopal Mishra, general secretary, All India Railwaymen’s Federation, “It is extremely disheartening. The per capita contribution to the Central Staff Benefit Fund has been increased by just Rs 300 which will mean nothing and the government is mum on filling up 2.5 lakh vacancies in a time-bound manner or for providing staff for the increased number of trains announced every year.”
Union members also say that little thought has been spared for families of employees who develop health issues owing to living and working in unhygi­enic conditions and sometimes even die on the job. According to its estimates, some 1,500 people die every year on railway jobs but little is done to look after their families. Another grouse is that railway ministers always promise proper education facilities for emp­loyees’ wards but nothing comes out of it.
Some experts feel the budget has a rather elitist tone as many of its measures are aimed at people in the high-income group rather than those who actually use trains. This includes the proposal to establish food plazas, introduce branded packaged food and wi-fi and workstations in trains. Says a union member, “Out of 2.3 crore people who travel by Indian railways every year, 1.8 crore are lower middle class or lower class who can’t afford AC trains, buy bra­nded food or afford a food plaza or have any use for internet on trains. Who are these measures for then?”
Also, rarely have targets of capacity augmentation, line expansion and staff recruitment been met. Yet, new trains are announced, with the result that on most core lines, a train runs every 5-8 minutes, compromising on safety. Against this, the announcement of bullet trains where the actual cost may run into thousands of crores, shows a huge thinking mismatch.
The government has tried to address part of this by saying that most of the future projects and expansions would be via public-private partnership (PPP) or through foreign direct investment. While this would mean that the funds come from the private sector, it also implies that the good revenue-generating activities would go to them too, without which they would not invest. In fact, the very fact that this route has been proposed is surprising, given the railways’ rather questionable track record with PPP.
There is concern especially with the suggestion of PPP for the new dedicated freight corridors. The move is intended to boost the railways’ sagging freight operations which have lost out to roads courtesy last-mile hiccups. With PPP, however, the luc­rative freight operations and its benefits would go to private sector investors, leaving the railways high and dry. Is that the intent?

Better to have bio-toilets than bullet trains, says Jairam Ramesh

Congress leader and former Environment Minister Jairam Ramesh has criticized the first bullet train project of the Narendra Modi government saying, "better to have bio-toilet trains than bullet trains". The bullet train is not for India, except for some prestige or psychological reasons of us to having them.
Though, Ramesh has not said anything on the Rail Budget in public, he expressed his views on his official blog saying, "I simply cannot understand this obsession that Narendra Modi and his colleagues have with bullet trains. It's better to have bio-toilet trains than bullet trains, given that the Indian Railway is probably the largest open sewer in the world, with its daily passenger traffic of over 2 crore."  
A few days ago, Ramesh had also accused the NDA government of turning the programme to clean Ganga as a "Hindutva project" by attempting to polarise politics through the initiative on the holy river.
Given our habitation patterns and movement of people as well as cattle across tracks, bullet trains will have to necessarily slow down unless they run on elevated tracks, Ramesh said. "In China, passengers have been told to move away from conventional trains to bullet trains, and this is simply not possible in India," he added
He further adds, "We make 4000 coaches every year and in 2012, when I was Minister of Drinking Water and Sanitation, we had got the Railways to agree that all new coaches will be fitted with the DRDO-developed bio-toilets. But the larger issue is one of retrofitting the 50,000 coaches presently in use." 
Last Year in October, Ramesh had launched an acidic attack on Modi with his "more toilets than temples" comment, saying it is borne out of his "blind desire for the Prime Minister's position." Whereas, in 2012, he had said, "I think toilets are more important than temples. No matter how many temples we go to, we are not going to get salvation. We need to give priority to toilets and cleanliness."
Questioning the purpose of the Ahmedabad-Mumbai bullet train, he said " The project will involve an expenditure of at least Rs 100 crore per km. The distance is 543 kms and therefore the investment will be close to Rs 55,000 crore at least and the would be at least Rs 5000 or so, but who will use this train, he questions.
Launching an attack on Sadanand Gowda, former Rural Development Minister says, "The constant attention and his focus should not get diverted into chasing bullet trains just to make some Indians feel good that they have also ‘arrived’".

Sub:- Filling up of vacancies of Sr.SO(A/cs) Sr.ISA and Sr.TIA Grade Rs.9300-34800 / Grade Pay Rs.4800/-through direct recruitment.

There are large number of vacancies of supervisory staff (Sr.SO/A/cs, Sr.TIA and Sr.ISA), of Accounts department on Railways. Shortage of the supervisory staff has resulted in accumulation of arrears, internal checks in Accounts Offices, Stations and Stores depots which is hampering the mandatory internai check mechanism and efficiency of Accounts department.

Despite arranging intensive training for departmental examination (Appendix-3 IREM) to aspiring candidates, sufficient number of candidates are not qualifying the examination. In this regard some of the Railways have approached Board’s office for recruitment of supervisory staff of Accounts department through RRBs. In order to meet with the situation, it is proposed to till 50% of the existing vacancies (as on 1/1/14) of Sr.SO/A/cs, Sr.TIA and Sr.ISAs through direct recruitment as a one-time measure. Similar course was adopted in the past for tilling up of posts of TIAs on N F Railway.

The existing staff will also be eligible for appearing in the proposed special recruitment in terms of para 115(iv) of Board’s letter no. E(NG)-II/2001/RR-1/35 dated 17/12/02 (RBE 221/2002) to appear in the recruitment examination of supervisory staff of Accounts department through RRB as departmental candidates.

Computerised Booking of Retiring Rooms on Indian Railways

Indian Railways provides lodging facility through retiring rooms to its passengers at stations spread across the country. The Retiring Room Application has been developed to computerize the booking of retiring rooms at the railway stations.

At present, booking of retiring rooms has been computerized at 67 stations. The Rooms can be booked on computer terminals placed at these stations as well as on internet through the websitewww.railtourismindia.com. Currently, booking / cancellation, up-gradation and extension are available in the retiring room application.


Some of the basic features of retiring room application are given below:-
•         The Rooms can be booked in advance (up to 60 days) through internet as well as on terminals at stations,
•         Based on the booked PRS ticket PNR No. at the Source and Destination stations.
•         The facility of booking of retiring room is available only on Confirmed and RAC tickets.
•         The Rooms can be booked  2 days in advance based on UTS tickets, Railway Passes and other travel authorities only on terminals at stations.

List of Allowances & Advances increased by 25% due to DA touched to 100% with effect from 1.1.2014. 

List of all allowances and advances enhanced by 25% from the existing level from 1st January 2014 in order to enter the Dearness allowance into 100%. Already in January 2011, followed the 6th CPC recommendations, all the allowances and advances had been enhanced by 25% due to Dearness allowance crossed 50% mark. This is second time to get the allowances at revised rates.
