Portability of PRAN -NPS

Subject: Portability of PRAN – NPS Lite/Swavalamban to NPS – All Citizen Model and other sectors
There were several requests from NPS Lite/Swavalamban subscribers seeking porting of their PRANs from NPS Lite/Swavalamban to the All Citizen Model of NPS(UOS). PFRDA after examining the matter has approved the shifting/porting of NPS/Lite/Swavalamban accounts to NPS-All Citizen model and other Sectors through an Inter platform shift process which is detailed as below:
1. The subscriber has to submit the following documents to the new nodal office (POP/PAO/DDO etc) who in turn will process the application and forward the document to CRA.
a. Duly filled in Inter platform shift (IPTR-1) form along with the duly filled in registration form of the sector to which he wishes to migrate
b. Submit the PRAN already issued and in absence of PRAN has to provide a notorised affidavit as to the reasons for non-submission.
2. CRA upon receipt of request would initiate the process for creation of new Permanent Retirement Account (PRA) with new PRAN for the subscriber on the target platform and disable the earlier PRAN of the subscriber in the system. The earlier/old PRAN would not be allotted to anybody else in the system. Also, the earlier record would be tagged to the new account for audit trail as well as for knowing information like if the subscriber has availed Swavalamban benefit under the earlier PRAN or not etc.
3. CRA would issue necessary instructions for monetization of the accumulated corpus in the old/earlier PRAN and also necessary instructions for crediting of such accumulated corpus received upon monetization into the new PRAN account. The entire activity would be a controlled activity from CRA end.
4. There would not be any requirement of providing KYC documents once again by the subscriber, if the same have been submitted/collated at the time of subscriber registration under NPS already and the address provided in the new registration for is matching with that of existing record. If there is any change in the address from the existing NPS account address proof need to be submitted afresh. The CRA would tag the KYC documents to the new PRAN and ensure that all the required details are available.
5. CRA would print and dispatch the PRAN card directly to the subscriber/aggregator as the case may be and CRA would not be charging any extra charges for the same.
Subscribers intending to shift their PRAN from NPS Lite/Swavalamban to All Citizen Model and other sectors may approach the new/intended contribution uploading office (POP/PAO/DDO etc) for doing the needful on the matter. The format for Inter platform shift (IPTR-1) form is being attached along with the circular.

B. Status of Implementation of NPS by various States
* Kerala has indicated in-principle approval for joining NPS w.e.f. 01.04.2013
Pension Fund Regulatory and Development Authority (PFRDA) has published a latest status of NPS subscribers as on 2nd March 2013 on its portal. As per the status, Central Government have 11,25,871 subscribers and 22 State Government have implemented the scheme to its employees.

Subject: Withdrawal of erroneous contribution received into NPS instead of GPF
There have been various queries and requests from the subscribers and the PAOs/DDOs/DTOs on refund of contribution received into NPS erroneously, due to wrongly classifying subscriber as falling under NPS instead of GPF.
After examining the matter, it has been the decided that such cases will be treated as erroneous transfer by the concerned department and do not fall under the exit/withdrawal from NPS. In all such cases, 100% withdrawal of accrued pension wealth is allowed subject to the condition that such proceeds should mandatory transferred back to the concerned PAO/DDO from whom the request for withdrawal has arisen.
The concerned subscriber can approach through his PAO/DTO/DDO to our NPS claims cell at CRA for processing of such requests.

Processing of withdrawal requests of Non IRA Compliant subscribers

Subject: Processing of withdrawal requests of Non IRA Compliant subscribers
PFRDA has issued necessary instructions to CRA with respect to the withdrawal guidelines for Non IRA Compliant subscribers in case of government servants who have died or resigned. The said information is being re-iterated hereunder for the information of all stakeholders for a better appreciation of the matter.
The following are the details of the process to be followed:

2. In case of death where PPAN was assigned but corresponding PRAN was not generated and the respective contribution is held with the concerned employer/department, then, the respective employer / department may take appropriate decision at their end.

Sub: Master Circular on Product design and Exit from National Pension System (NPS)
For effective regulation of the exits from National Pension System (NPS) Pension Fund Regulatory and Development Authority (PFRDA) has been issuing various circulars from time to time. In order to enable all the stakeholders and other users to have an access to all the applicable circulars at one place, this Master Circular has been prepared.
This Master Circular is a compilation of all the circulars issued by PFRDA on the above subject issued up to December 31, 2012 and which are operational as on date of this circular.

Grant of FMA to the railway beneficiaries of NPS drawing additional relief on death/disability of railway servant in terms of Board’s letter No. 2008/AC-II/21/19 dated 29-5-2009 has been examined in consultation with Department of Pension and Pensioners’ Welfare. Since in terms of para 602 of IRMM-2000, railway employees are entitled for medical attendance and treatment facilities, free of charge, the NPS railway pensioners drawing additional relief on death/disability of Railway servant in terms of Board’s letter dated 29-5-2009 and staying beyond 2.5 KMs from the nearest Railway Hospital/Health unit can get a RELHS card by paying necessary amount to enable them to obtain indoor treatment. They are also entitled to draw FMA as fixed by the Government. The necessary amount for getting RELHS Card as prescribed in Board’s letter No. 2003/H/28/1/RELHS dt. 16.3.2009 are as under :
2. As and when the Health Insurance is introduced in Railways, the New Pension Scheme railway pensioners would be shifted to the Health Insurance Scheme.
3. These orders are issued with the concurrence by Health and Finance Directorates of the Ministry of Railways.
